April 17, 2025 Rotary Board Briefs

Sandee reported that Dick Tucker’s wife, Chris, recently passed away.

Vinson Latimore has been having difficulty attending regular Monday meetings and also Board Meetings so requested we remove him from the Board.  Steve contacted Bob Kuenzel, and he has agreed to start his director term early.  The Board approved his appointment effective April 18, 2025.  Vinson is hoping his situation changes soon.

Sandee compiled a list of members that are not attending meetings for board members to contact them for a “welfare check” and touch base.  Board members were assigned members on that list and reported on the contacts.  The board felt the outreach was very helpful.

Survey Result items discussed:
The March 30, 2025, Financials reports were approved, and we are still on target.

Catherine Riordan suggested that one of the comments in the survey was members trying to understand the budget better.  She suggested Steve Gray, Treasurer, explain the budget and finances to the membership.  The Board felt this was a great idea.  He and Sandee will be given time at our May 19th meeting.

Regarding the formation of a new meeting location committee, Steve Ban will chair with the addition of Aaron Booker, Cathy Buckley and Sandee Lindhout.

Rotating the weekly meeting format on a regular basis. Scott Herman had the following suggestion:
1) Regular Monday lunch meeting with speaker
2) Monday lunch meeting, the various committees meet during club time, no speaker.
3) Regular Monday lunch meeting with speaker
4) Evening social meeting, no speaker
Comments:
  1. one social event per month to often – one per quarter better would be better: no need for committees to meet during meetings
  2. It was suggested we report after the board meeting to explain what occurred and discussed.  **The board approved scheduling 15 minutes following the board meetings to report on the topics discussed at the board meetings.
  3. The Ferndale Club meets at bars, etc. on the 5th meeting of the month.    We looked and the next year’s meetings there are only 1 Monday that falls on the 5th week.
  4. Catherine – we have diverse membership, we have underused committee structure
  5. Sandee suggested changing the Change of Guard meeting to an evening meeting 6/30/2025 and the board was interested in that.
BOOK REVIEW
by Rob Westford

Rob Westford, son of Jack Westford, used a unique format, Storyworth to write a biographical sketch of his father. The author introduces subjects by using selective questions that present probing questions of common interest. Using this question/answer format we quickly learn that Jack Westford hailed from North Dakota. As he approached the age requiring serious employment, Jack followed the famed mandate of Newspaper man Horace Greeley, “Go West, young man.” Jack had been told out west there are jobs everywhere.

We discover that Jack and his wife met at Western Washington University. The book is also laden with tidbits about Rob and his siblings growing up in Whatcom County. One item caught my attention. The question regards “IF” you could have the time and resources what would you opt to do? Rob Westford’s response is he would write another book.

MAIN PROGRAM:

Mayor Kim Lund

Mayor Kim Lund took office in 2024. She is the second female mayor in Bellingham history. Educated at the U. of Washington as an engineer, but also a person laden with a desire to be a strong community advocate with extensive interest in city and county service activities.

The program began with descriptors of Mayor Lund’s mandate that city government departments pull together and focus on a ‘One City’ unified effort. She also builds on the concept that public service is noble work. For what we do today will ripple for decades here in Bellingham. Mayor Lund is a future-oriented team leader who keeps returning to the concept of One City. A commitment of service to each other.

The mayor also acknowledged resource constraints in city government. She discussed the City of Bellingham General Funds and operating revenues. Some of us were somewhat surprised to learn the two largest city operating expenses are for police and fire protection.

Revenue projections were discussed in depth. Apparently the covid pandemic forced the city government deep into their reserves. When Mayor Lund took office in 2024, she imposed 6% cuts in finances for city operations, except for police and fire protection. The city is currently at the floor of its financial reserves. Today’s difficult political times are causing a lack of confidence in financial projections, presenting a less than rosy picture of the city’s financial resources. Such uncertainty means that transparency is essential.

Mayor Lund then opened the floor for questions.  Someone posed a question about the effect of the tariffs and changing trade policies with Canada. The mayor spoke about the hurt feelings over the 51st state proposal. She focused on the hospitality industry which is already hurting and will result in declining local tax revenues.

The next question involved the homeless encampments around the Bellingham area. This is obviously a complex issue. The role of the city is to basically provide security (policing) and the clearing of the encampments is to be done by and at the expense of private owners. The tipping point when dealing with the large encampments is crime and security. No doubt crime activity is significant. The city invests heavily in alternative options for the homeless, especially those with special health needs. Unfortunately for the city government, almost all state and federal aid goes to the Whatcom County Government and not the city of Bellingham.

Finally, there was a question about congestion. The mayor responded with evermore calls for public transit and street roundabouts to keep the volumes of vehicle traffic moving.

Closing:

This presentation was most interesting, and no doubt could have lasted longer. President Steve graciously thanked our guest speaker and called the meeting to closure.
