Book Review
by Dennis Williams

Dennis Williams presented a book review on “The Wager”, an 18th C. British warship that shipwrecked in Patagonia during a violent storm. The book chronicles their struggles to survive in the harsh climate and the mutiny of the crew.

The book details the survivors' harrowing ordeal, which devolved into a "Lord of the Flies"-like scenario of survival, mutiny, and murder, culminating in a dramatic court-martial where two groups of survivors presented conflicting accounts of heroism and treachery.

WCC SCHOLARSHIP PRESENTATION
A $3000 check was presented to Brad Tuininga, new Executive Director of the Whatcom Community College Foundation from the RCOB Foundation.

In addition to thanking the RCOB for our continuing support, he talked about the mission of supporting the WCC student in multiple ways to help them stay in school and survive financially.

Justin Guillory
President, WCC
"State of WCC"
George Halsell introduced the speaker, Justin Guillory, President of Whatcom Community College, RCOB member and past President of Bellingham Technical College. He presented an update on the status of WCC. He noted that the College has recently been accredited in Social Work studies for a BASW. Following a visit of the National Visiting Committee they were given recognition for NCyTE - National Cybersecurity Training & Education.

The College has also received another 7-year accreditation.

The college is working toward becoming a national cybersecurity center The College will be building a Technical and Engineering building adjacent to the Phyllis and Charles Self Learning Center.

Enrollment has fallen since the pre-pandemic high and is slowly recovering.
The major challenge that the College is facing is financial because of decreased Federal support, changes in enrolment, increased operating costs, honoring contractual obligations and planning for changes in inclusiveness and DEI regulations. These have created a $17.6 M deficit.

These have led to difficult decisions to phase out 7 programs and to no longer host the Area Health Education Center for Western Washington. There are also plans to help generate more income for the college. Restructuring operations will help the College become more efficient.

WCC is celebrating its 60-year anniversary this year.

Closing:

President John closed the meeting asking members to help reset the room.
